政府主導で経営再建中の日本航空。深刻な経営不振に直面する中、コスト増の一因とされる社員の待遇や企業年金などの課題が浮き彫りになる一方、国内外の不採算路線の撤退・減便を相次いで打ち出してきた。ただ、利用客減に苦しむ日本の地方空港にとって、日航の撤退は存続の根幹を揺るがす一大事にもなりかねない。「ナショナル・フラッグ・キャリア（国を代表する航空会社）」として不採算路線を背負い続ける日航を「血税」で支える必要性はどの程度あるのか。日航の存在意義を問い直す声が高まっている。
