INFORMATION SYSTEMS ENGINEER
(Kuala Lumpur) 

Responsibilities: 
Under the direction of the Chief, Information Technology, the successful incumbent will undertake a primarily application development role, with some first level desktop/network support. Working in conjunction with UN University's global ICT team located at Headquarters and other locations, the incumbent is responsible to the following:
  • Contribute to the design, implementation, regression/stress testing and operational support of enterprise web applications, (e.g., content and knowledge management, core and value-added ERP functionalities) 
  • Conduct architectural and functional specifications reviews and analysis to ensure the effectiveness of technical solutions 
  • Consult with users to determine the functional and non-functional requirements 
  • Analyze and document the user requirements to determine feasibility of design within time and cost constraints 
  • Maintain relevant systems documentation to ensure business continuity following established standards and procedures 
  • Develop demos, training materials, and user documentation for new or modified information systems 
  • Identify opportunities and contribute to the formulation of new information systems projects, including reengineering of business processes to meet new requirements 
  • Maintain frequent and effective communication and coordination with the global team 
  • First-tier helpdesk support and escalation of technical problems and inquiries to the Global helpdesk team 
  • Undertake other duties and specific projects as directed, which may include researching new technology and developing innovative approaches to new challenges
Requirements:

Essential Qualifications, Competencies and Work Experience:

  • University Degree in Computer Science, Information Science or an equivalent field of studies 
  • Minimum 7 years of progressively responsible professional experience in development and implementation of small and large scale web applications, preferably in an international environment 
  • Basic Windows and networking hands-on skills 
  • Solid understanding of design methodology 
  • Strong Web development skills and fluency in at least two web programming languages 
  • Demonstrated track record of successful web development projects 
  • Strong knowledge in SQL and proven work experience with at least one major RDBMS 
  • Knowledge in JavaScript and DHTML 
  • Familiarity with XML schemas 
  • Excellent communication skills with fluency in oral and written English. Knowledge of a second United Nations official language is an advantage 
  • Strong analytical skills and able to work under minimal supervision with high level of resilience 
  • Good team player with strong interpersonal skills demonstrated by the ability to work in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity 
  • Any other duties as may be assigned or required

Desirable Experience:

  • Previous position in a helpdesk/support role 
  • Practical exposure to the following software tools, languages and technologies:
    > AJAX
    > Business Intelligence, Business Analytics, Data Warehousing
    > Coldfusion, PHP or .NET
    > Cross-browser development
    > Crystal Reports
    > CSS
    > Development for PeopleSoft FSCM
    > Regular expressions
    > SQR
    > User interface design
    > YAHOO YUI

The successful candidate is required to spend a short period of time, not exceeding one month in UN University Centre (Headquarters) in Tokyo, Japan for training at the commencement of appointment and is expected to undertake regular missions during the course of the assignment.
Remuneration:

Remuneration will commensurate with qualification and experience according to suitability of candidates and start at salary scale of NO-A level of the National Professional Officer salary scale for Malaysia duty station in the UN Common System salary scale, plus benefits. Duration of contract:
This is a full time employment. Initial appointment will be on a fixed-term appointment of 2 years with the possibility of renewal on a rolling fixed-term appointment basis, subject to requirements and satisfactory work performance.

Staff members of the UN University are international civil servants subject to the authority of the Rector and may be assigned to any of the activities or offices of the University. Rector reserves the right to appoint the candidate to a level below that is advertised.
