マラテ地区　－　感想
どこの国も同じだ

お役人が仕事をしていない

理由は簡単である

お役人は金を稼ぐ必要がない、税金を使うだけだから

タフツ通り

少し雨が降ると水浸し、コンクリートジャングルの東京ではこんなことは起きない

下水が整備されているから・・・

マニラ市の都市計画があるはず、その部分として、マラテ地区があるはず・・・

マラテ地区を眺めて・・・

住民、商売をしている人など、町の人がいる

今の状況は良くない、放置していたら、悪化するだけ

お役人がリーダーシップを取って、町の人と話し合って、いい案を見つける

いい案が見つかれば、お役人も、町の人も、それに従って動く

お役人も、町の人も、動くことを嫌う・・・

だが、環境が大きく変わっている。動かないことは死を意味する

いい案といっても、すべての人が満足する案などない、完璧な案など作れない

よって、妥協点、合意点を見出すしかない・・・

案は改善案である、改悪であれば、ムダを作るに過ぎない

たとえば、パリの再開発

金持ちばかりでは町の活気が落ちる・・・

よって、低所得者層向け集合住宅も建築する、おそらく、賃貸型の公共の集合住宅だと思われる・・・

とにかく、お役人がリーダーシップを取って、町の人と話し合いをしなければ、何も変わらない・・・

変わらないどころか、どんどん悪化する・・・

取り締まりは改善ではない、お役人の最大の仕事は、案を出して、調整して、妥協点、合意点を見出すことである

The reason is simple
